PaveManager - Road Surface Management System
PaveManager road surface management system allows highway agencies of all sizes to instantly identify current road pavement conditions and to effectively prepare plans and budgets for their repair.
PaveManager is based on four guiding principles:
- Aged roads deteriorate at an increasing rate.
- Inadequately drained roads deteriorate faster than adequately drained roads.
- Repairs made in the early stages of deterioration cost less.
- A central Work Order system manages construction and repair more efficiently by preventing repetitive repair and rebuilding costs.
The GIS based PCI software that supports it contains the following components:
Road Inventory. Gathered through field surveyors and current agency records, a (GIS) Geographic Information System based road inventory database is compiled. The inventory contains essential information for the PCI management process, plus optional information for agency records and for direct reference to a GIS.
Pavement Conditions Inventory. Field surveyors and current agency records measure road conditions in terms of surface distresses and drainage characteristics as well as their respective severities and extents. The default surface types and distresses are based on the ACOE pavement distress tables. Agencies can modify them for the road and distress types common in their geographical region. PaveManager software overlays gathered PCI data with road inventory data.
Priority Analysis. Based on the condition measures, PaveManager categorizes each road section and then calculates a priority value for each. Consistent with its guiding principles, PaveManager gives the highest PCI score to road sections that have a low priority value based on the ACOE distress tables (deduct curves). It determines the strategy for repairs based on this PCI score.
Repair Selection. The PaveManager database contains information on many specific repairs. Agencies can customize the repairs to reflect local practices, unit costs, and expected service life improvement. The system provides a short list of repairs appropriate for each road section. When users select a specific repair, PaveManager calculates an estimated cost for that section, as well as a total cost for the network.
Planning and Budget Preparation. Agencies can plan repairs, in single or multiple years, by selecting different repairs and analyzing their effect on total costs. Federal and state funding allowances can be integrated into the system. It features Work Orders to document completed work and its costs. PaveManager allows planners to budget their funds to accomplish their plans by providing financial planning and decision making data needs.
